Fee Schedule

FEE SCHEDULE FOR DELEGATED FUNCTIONS
EFFECTIVE November 1, 2024

Being the fees and charges related to the powers, duties and functions delegated
pursuant to the Boilers Delegated Administration Regulation (Alta. Reg. 32/2002)

1         The fees payable under the Boilers Delegated Administration Regulation (AR 32/2002) are set out in Schedules A to I.

2 (1)   Where the design of a boiler, pressure vessel or pressure piping system is surveyed, the person submitting the design shall pay a fee to be known as a design survey fee in accordance with Schedule A.

2 (2)   Where a welding, brazing or other joining procedure is surveyed, the person submitting the welding, brazing or other joining procedure shall pay a fee to be known as a joining procedure survey fee in accordance with Schedule A.

2 (3)   Where an application for the registration of a fitting is made the applicant shall pay a fee to be known as a fitting registration fee in accordance with Schedule A.

2 (4)   An applicant for a Quality Management System Certificate of Authorization Permit shall pay the fees in accordance with Schedule B.

2 (5)   Where a boiler or pressure vessel is constructed in Alberta, the person constructing it, upon completion of an inspection by a safety codes officer, shall pay a shop inspection fee in accordance with Schedule C.

2 (6)   If a boiler or pressure vessel is constructed in Alberta the person installing it, after a safety codes officer has completed the installation inspection, shall pay an installation inspection fee in accordance with Schedule D.

2 (7)   Where a person imports a boiler or pressure vessel into Alberta, and it is inspected by a safety codes officer, the person importing the pressure equipment into Alberta shall pay an initial inspection fee in accordance with Schedule D.

2 (8)   A safety codes officer may direct that a fee, in accordance with Schedule E, is payable by the owner or person in charge of the construction, installation, modification, repair, testing, operation or use of a boiler, pressure vessel, power plant, heating plant, pressure plant or safety valve servicing facility where:

  (a)   a safety codes officer is requested by an owner or person in charge to make an inspection in an area which is not scheduled to be visited by the safety codes officer at that time;

  (b)   a safety codes officer is requested by an owner to make an inspection outside the safety codes officers normal working hours;

  (c)   a safety codes officer is requested by an owner to make an inspection of pressure equipment not subject to the Act;

  (d)   a safety codes officer is requested by an owner to perform special services in relation to repairs or servicing of pressure equipment;

  (e)   a safety codes officer is involved in any additional or exceptional work during an inspection or series of inspections;

  (f)   a safety codes officer makes an inspection of new construction that is not covered in Schedule C;

  (g)   a safety codes officer inspects a boiler or pressure vessel that is not subject to the payment of an annual fee;

  (h)   A safety codes officer makes any inspection which, in his opinion, requires special inspection fee to be paid.

2 (9)

  (a)   Subject to subsections 2(10), 2(11) and 2(12), the owner or person in charge of a boiler or pressure vessel which is in service or may be placed in service in Alberta shall pay a fee to be known as an annual fee in respect of that boiler or pressure vessel in accordance with Schedule F.

  (b)   The annual fee is payable each calendar year during which the boiler or pressure vessel is in service at any time. The annual registration fee shall not be prorated; the entire amount is payable unless the equipment meets conditions described in subsections 2(11) or 2(12) for the entire calendar year.

  (c)   The owner or person in charge of a boiler or pressure vessel subject to an annual fee shall pay the annual fee in accordance with the terms stated on the invoice.

2 (10)   No annual fee is payable in respect of boilers and pressure vessels exempted by the Administrator.

2 (11)   No annual fee is payable with respect to any boiler or pressure vessel

  (a)   that is not in service in Alberta, or

  (b)   that is not in service and

      i) is not connected to a pressure piping system, or

      ii) the valves connecting it to a pressure piping system are sealed closed, or

      iii) is provided with a vent that is sealed open.

2 (12)

  (a)   Where a boiler or pressure vessel that is not in use in the circumstances described in subsection 2(12) is reconnected or used the owner or person in charge thereof shall notify a safety codes officer in writing prior to its reconnection or use in Alberta.

  (b)   On the reconnection or use of a boiler or pressure vessel, the annual fee is payable.

2 (13)   An applicant for examination, certification, registration or any other service under the Power Engineers Regulation (AR 85/2003) shall pay the applicable fees in accordance with Schedule G.

2 (14)   An applicant for certification under the Pressure Welders Regulations (AR 169/2002) shall pay the applicable fees in accordance with Schedule H.

2 (15)   An applicant for certification as an In-Service Inspector shall pay the applicable fees in accordance with Schedule I.

3         If, in a Schedule, a rate per hour is payable for an inspection, survey or service, the fee payable is

  (a)   $161.20 for each hour and $80.60 for each additional half hour or portion of a half hour, but not less than $161.20, and

  (b)   $241.80 for each hour and $120.90 for each additional half hour or portion of a half hour if the inspection, survey or service is performed on a Saturday, Sunday or holiday, but not less than $483.60.

4         Fees may be adjusted by ABSA's Board of Directors provided increases do not exceed the increase in the Consumer Price Index (CPI) for the Province of Alberta as published by Statistics Canada since the last fee increase. Fee increases above the CPI ceiling would require the approval of the Minister.

1(1)   The fees for the surveying of designs or procedures approved and registered, are as follows:

  (a)   for a simple receiver, storage tank or similar pressure vessel,

      (i) less than 3 m3 in volume will be $168.50;

      (ii) exceeding 3 m3 but not exceeding 30 m3 in volume, $168.50 plus $29.25 for each additional 5 m3 or fraction of 5 m3 volume over 3 m3;

      (iii) exceeding 30 m3 in volume, $374.00 plus $29.25 for each additional 30 m3 or fraction of 30 m3 volume over 30 m3, to a maximum of $491.00;

  (b)   for a firetube boiler, a TEMA Type BEU heat exchanger or a similar heat transfer unit:
      (i) not exceeding 100 m2 of heating surface, $186.25 plus $39.00 for each 20 m2 or fraction of 20 m2 of heating surface;
      (ii) exceeding 100 m2 of heating surface, $398.00 plus $39.00 for each additional 100 m2 or fraction of 100 m2 of heating surface over 100 m2, to a maximum of $593.00;

  (c)   for a pressure vessel, heat exchanger or boiler of more complex design than those referred to in clauses (a) and (b), the basic rate specified for the size of the unit in clause (a) or (b) plus the hourly rate specified in General Section 3 of this Fee Schedule for the time spent in surveying the details which add complexity;

  (d) for
      (i) a pressure piping system design,
      (ii) a repair, alteration, test or other procedure, except a welding or brazing procedure, or
      (iii) a boiler, pressure vessel or heat exchanger that, due to its characteristics, cannot be readily classified under clause (a) or (b), the hourly rate specified in General Section 3 of this Fee Schedule;

  (e)   for a welding, brazing, or other joining procedure, $161.20.

(2) Notwithstanding General Section 3 of this Fee Schedule, if a client requests a design survey or a procedure survey to be undertaken within two weeks or less, such survey will be carried out on a priority basis and the fees payable shall be as follows:
      (i) for designs or procedures of a type covered by subsection (1)(a) or (1)(b), the fee specified in subsection (1)(a) or (1)(b), plus 30%, subject to a minimum fee of $483.60; or
      (ii) for designs or procedures of a type covered by subsections (1)(c) or (1)(d), $241.80 per hour expended, subject to a minimum fee of $483.60;

(3) Where designs or procedures that are approved and registered are revised, a safety codes officer may direct that a fee shall be paid for each revision, subject to a minimum fee of $135.75.

(4) For certification of additional prints or documents or for the provision of prints of documents, a fee of $12.60 for each print, sheet or document may be charged.

(5) The fee for document searches, with or without the supplying of copies of the documents searched for, is the hourly rate specified in General Section 3 of this Fee Schedule, subject to a minimum fee of $161.20.

(6) When a design or procedure is submitted for approval and is reviewed but is not approved, a safety codes officer may direct that a fee shall be paid for the time expended on the review, at the hourly rate specified in General Section 3 of this Fee Schedule except that the minimum time that may be charged is one half hour.

(7) The fee for any other service relating to the surveying of designs or procedures, is the hourly rate specified in General Section 3 of this Fee Schedule.

Fitting Registration Fee

2(1) The fees for the registration of fittings or the revision or updating of a fitting registration are as follows:

  (a)   for each size, type and pressure registered, $161.20;

  (b)   for collective registration as provided in section 20(2) of the Pressure Equipment Safety Regulation (AR 49/2006), the hourly rate specified in section 3 of this Fee Schedule except that a minimum of 2 hours shall be charged;

(2) Notwithstanding subsection (1)(a), if a single fitting is of complex design, a safety codes officer may direct that the hourly rate specified in General Section 3 of this Fee Schedule be charged.

1(1)   The fee for application for a quality management system certificate of authorization permit is $1236.00 which shall be non-refundable.

(2)   The fee for the review of a quality management system is the hourly rate specified in General Section 3 of this Fee Schedule, except that a minimum of four hours shall be charged.

(3)   The fee for the issuance of a certificate of authorization permit is $161.20.

(4)   The fee for the reissuance of a certificate of authorization permit because of a change of name of the certificate holder to whom the certificate was originally issued is $161.20.

(5)   If the location of the facility is changed from that shown on the certificate of authorization permit, an implementation review shall be conducted, and the applicable fees are those set out in subsections (2) and (3).

(6)   The audit fee for certificate of authorization permit holders shall be the hourly rate specified in General Section 3 of this Fee Schedule, except that a minimum of four hours shall be charged.

1   The fees for shop inspections are $161.20 for each shop visit plus

  (a)   for boilers exceeding a volume of 85 litres intended to form part of a power plant, $373.00 plus $30.00 for each 50 m2 or fraction of 50 m2 of heating surface;

  (b)   for boilers exceeding a volume of 85 litres intended to form part of a heating plant, 50% of the fees payable under clause (a);

  (c)   for boilers having a volume not exceeding 85 litres intended to form part of a power plant or heating plant, $131.00;

  (d)   for pressure vessels other than shell and tube heat exchangers

      (i) not exceeding 3 m3 in volume, $123.50 plus $23.50 for each 1 m3 or fraction of 1 m3 in volume;

      (ii) exceeding 3 m3 but not exceeding 30 m3 in volume, $205.50 plus $65.50 for each additional 5 m3 or fraction of 5 m3 over 3 m3;

      (iii) exceeding 30 m3 in volume, $619.00 plus $65.50 for each additional 30 m3 or fraction of 30 m3 over 30 m3 to a maximum of $4,422.00;

  (e)   for heat exchangers of the shell and tube type and thermal liquid heaters, if the surface of the heat exchanger or heater

      (i) does not exceed 100 m2, $167.75 plus $39.00 for each 20 m2 or fraction of 20 m2 of heating surface, or

      (ii) exceeds 100 m2, $361.50 plus $35.75 for each additional 100 m2 or fraction of 100 m2 of heating surface over 100 m2.

2   If pressure vessels of the same design, ready for hydrostatic testing, are inspected at the same time, the shop inspection fee is

  (a)   for 6 to 11 pressure vessels inspected at the same time, 75%, and

  (b)   for 12 or more pressure vessels inspected at the same time, 50% of the fees payable under section 1(d).

1      The fee payable for initial and installation inspections is the hourly rate specified in General Section 3 of this Fee Schedule except the minimum time charged shall be one hour.

1      The fee payable for a special inspection is the hourly rate specified in Section 3 of this Fee Schedule.

2      The owner or operator shall also pay the cost of the safety codes officer's travelling and subsistence expenses incurred in conducting the inspection at the current rate provided in the ABSA policy manual.

1   Annual registration fees for non-process equipment are as follows:

  (a)   for boilers exceeding a volume of 85 litres that form part of a power plant and for thermal liquid heaters that

      (i) do not exceed 100 m2 of heating surface, $230.00

      (ii) exceed 100 m2 of heating surface but do not exceed 600 m2, $265.75, or

      (iii) exceed 600 m2 of heating surface, $317.25

  (b)   for boilers exceeding a volume of 85 litres that form part of a heating plant that

      (i) do not exceed 60 m2 of heating surface, $80.50

      (ii) exceed 60 m2 of heating surface but do not exceed 100 m2 of heating surface, $115.00 or

      (iii) exceed 100 m2 of heating surface, $160.50

  (c)   for pressure vessels, other than shell and tube type heat exchangers, that

      (i) do not exceed 10 m3 in volume, $53.50 or

      (ii) exceed 10 m3 in volume, $70.25.

  (d)   for heat exchangers of the shell and tube type that

      (i) do not exceed 40 m2 of heating surface, $53.50 or

      (ii) exceed 40 m2 of heating surface, $70.25.

  (e)   for electric boilers exceeding a volume of 85 litres, that

      (i) do not exceed 10 m3 in volume, $106.25

      (ii) exceed 10 m3 in volume, $142.00.

2   Annual registration fees for equipment in process facilities are as follows:

  (a)   for boilers exceeding a volume of 85 litres that form part of a power plant and for thermal liquid heaters that

      (i) do not exceed 500 m2 of heating surface, $157.00 or

      (ii) exceed 500 m2 of heating surface, $250.75.

  (b)   for boilers exceeding a volume of 85 litres that form part of a heating plant that

      (i) do not exceed 100 m2 of heating surface, $57.00 or

      (ii) exceed 100 m2 of heating surface, $69.00.

  (c)   for pressure vessels, other than shell and tube type heat exchangers, that

      (i) do not exceed 30 m3 in volume, $57.00 or

      (ii) exceed 30 m3 in volume, $69.00.

  (d)   for heat exchangers of the shell and tube type that

      (i) do not exceed 100 m2 of heating surface, $57.00 or

      (ii) exceed 100 m2 of heating surface, $69.00.

  (e)   for electric boilers exceeding a volume of 85 litres, that

      (i) do not exceed 10 m3 in volume, $57.00

      (ii) exceed 10 m3 in volume, $69.00.

  (f)   for direct or indirect fired oil and gas process heaters of the coil type, $57.00

  (g)   for air cooled or plate type heat exchangers, $57.00

3   The fee for all inspection activities for process facilities is the hourly rate specified in General Section 3 of this Fee Schedule.

1        The fee payable for the issuance of a certificate of competency to a person in consideration of an equivalent Certificate of Competency from a jurisdiction outside Alberta is $186.25.

2        The annual fee for the registration of a Certificate of Competency is $37.25.

3        The fees payable for the issuance of a temporary Certificate of Competency is $186.25.

4        The fee payable for a duplicate Certificate of Competency is $67.85.

5        The fee payable for application and writing an examination is $111.50.

6(1)   If a safety codes officer is requested to conduct an examination in a place where engineers are not normally examined, the safety codes officer may direct the person requesting the examination to pay a special examination fee under this section.

(2)     The fee payable for a special examination is the hourly rate specified in General Section 3 of this Fee Schedule.

(3)     The person requesting the examination shall also pay the cost of the officer's travelling and subsistence expenses incurred in conducting the special examination at the current rate provided in the ABSA policy manual.

(4)     The fee payable for a practical examination for a Special Steam-powered Traction Engine Operator’s Certificate of Competency is the hourly rate specified in Section 3 of this Fee Schedule.

  (a)   Grade B Pressure Welder Certificate of Competency
Performance Qualification Application and Test $203.50
Facility and coupon fee $75.00

  (b)   Grade C Pressure Welder's Certificate of Competency
Performance Qualification Application and Test $278.50

  (c)   Machine Welding Operator's Certificate of Competency
Performance Qualification Application and Test $278.50

  (d)   Pressure Tack Welder Certificate of Competency
Performance Qualification Application and Test $278.50

  (e)   Duplicate Pressure Welder's Certificate of Competency $67.85

  (f)   Duplicate Performance Qualification Card $40.75


2(1) A safety codes officer may direct that a fee is payable under this section by a pressure welder or his employer if the officer conducts a pressure welder's examination or performance qualification test in a place in which pressure welders are not normally examined or tested.

(2) If a safety codes officer directs the payment of a special examination fee,

  (a)   the amount of the fee is the hourly rate specified in General Section 3 of this Fee Schedule, and

  (b)   the welder or the employer shall also pay the cost of the safety codes officer's travelling and subsistence expenses, incurred in conducting the examination or test, at the current rate provided in the ABSA policy manual.

3(1) The fee payable for the application, registration and certification of a Welding Examiner Certificate of Competency without examination is $135.70.

(2) The fee for the renewal of a Welding Examiner Certificate of Competency is $135.70.

(3) The examination fee for each examination leading towards a Welding Examiner Certificate of Competency is $135.70.

(4) The fee payable for a duplicate Welding Examiner Certificate of Competency is $67.85.

(5) The examination fee for each examination leading towards a Welding Examiner in Training Certificate of Competency is $135.70.

(6) The fee payable for a duplicate Welding Examiner in Training Certificate of Competency is $67.85.

1      The application and certification fee for an In-Service Inspectors Certificate of Competency is $186.25.

2      The fee for the examination on pressure equipment safety legislation leading to an In-Service Inspectors Certificate of Competency is $111.50.

3      The fee for the renewal for an In-Service Inspectors Certificate of Competency is $186.25 for a period of 5 years.

4      The fee for a duplicate In-Service Inspector Certificate of Competency is $67.85.
