Renewals and Reinstatement Examinations

The power engineer annual registration system was re-introduced by Alberta Labour on July 1, 1994 to provide for a more accurate accounting of practicing power engineers in the province. The annual registration requirement is applicable to all levels of Power Engineer Certificates of Competency, including Building Operator A and B, Fireman and Special Oilwell Operator.

A certificate is valid for a one year period from the time of issuance. Thereafter, an annual fee must be paid prior to the first and each subsequent anniversary date of the certificate.

The Power Engineers Regulation (AR 85/2003) states that “A certificate of competency remains valid so long as it is renewed annually on or before the date specified by the Administrator”. If the certificate is not valid, it is ILLEGAL to operate pressure equipment in any capacity allowed by the certificate.

Annual Renewal

Annual Renewal notices, for valid certificates, are sent to all power engineers and operators at the last known address on file approximately one month prior to the expiry date (i.e. anniversary of the date of issuance on the wall-size Certificate of Competency).

If you have not received an annual renewal notice or you want to report a change of your personal information, you are required to complete an application form AB-73, Annual Renewal of Engineers and Operators Certificates. This form is available on this website or at any ABSA office.

Annual Registration renewal fee payment may be made in advance, up to a maximum of three (3) years.

Upon renewing your certificate, you will receive the following:

  • a wallet-size certificate card to be posted with your certificate
  • a duplicate wallet-size certificate card
  • a receipt for your Income Tax Return, and
  • a receipt for your records.

You are required to post your certificate card with your wall certificate to demonstrate that you have a valid certificate.

Renewal of Expired Certificate

The holder of a 1st to 5th class certificate that has been expired for a period not exceeding 3 years, may have the certificate reinstated by paying the fees in arrears with no examination.

The holder of a 1st to 5th class certificate that has been expired for a period exceeding 3 years to less than 5 years, with related experience, may have the certificate reinstated by paying the fees in arrears.

The holder of a 1st to 5th class certificate that has been expired for a period exceeding 3 years to less than 5 years, without related experience, may have the certificate reinstated by paying the fees in arrears and successfully challenging a special examination of 25 questions on current legislation. Only two attempts are allowed to pass the special examination. After two failures, the candidate will be required to successfully challenge all the standardized examination papers for the class of certification.

The holder of a 1st to 5th class certificate that has been expired for a period exceeding 5 years, regardless of work experience, may have the certificate reinstated by paying the fees in arrears (the maximum payable is 5 years) and successfully challenging a special examination consisting of 25 questions on current legislation and 25 questions on basic operation. Only two attempts are allowed to pass the special examination. After two failures, the candidate will be required to successfully challenge all the standardized examination papers for the class of certification.

To pass a Reinstatement examination, a candidate must obtain at least 65% of the total marks allotted.

Reinstatement of Building Operator A, B & Fireman Certificates of Competency Issued Bef. Sep 1, 1998

Since September 1, 1998, Building Operator A (BOA) Certificate of Competency, Fireman Certificate of Competency and Building Operator B (BOB) Certificate of Competency are no longer issued. BOB and Fireman certification have been combined and replaced with a new Fifth Class certification. Also, BOA has been replaced with a new Fourth Class certification. Holders of BOA or BOB, and Fireman certificates are permitted, by provision in the Regulation, to continue operating in the capacity permitted by those certificates as long as the certificate is valid.

The holder of a BOA, BOB and Fireman certificate that has been expired for a period not exceeding 3 years may have the certificate reinstated by paying the fees in arrears with no examination.

The holder of a BOA, BOB and Fireman certificate that has been expired for a period exceeding 3 years to less than 5 years, and has related experience, may have the certificate reinstated by paying the fees in arrears with no examination.

The holder of a BOA, BOB and Fireman certificate that has been expired for a period exceeding 3 years to less than 5 years, and does not have related experience, shall be required to take an upgrade course and successfully challenge an upgrade examination and shall pay the fees in arrears to a maximum of 5 years.

The holder of a BOA, BOB and Fireman certificate that has been expired for a period exceeding 5 years or more shall be required to take an upgrade course and successfully challenge an upgrade examination and shall pay the fees in arrears to a maximum of 5 years.

The upgrade examination consists of one (1) examination paper with 75 multiple-choice questions, 3 hours duration.

To pass an Upgrade examination, a candidate must obtain at least 65% of the total marks allotted.
