Quality Systems Certification
A 'Certificate of Authorization Permit' is issued by ABSA and authorizes a person
or a company to carry out activities which are stated on the certificate.
Anyone who wants to:
-
Construct/Repair/Alter Boilers, Pressure Vessels, Pressure Piping systems, Thermal
Liquid Heating systems and Fittings in Alberta [Pressure Equipment Safety Regulation
(PESR) Section 11].
-
Manage integrity of in-service pressure equipment (Owner/User) in accordance with
the requirements of the Regulations [PESR Section 11].
-
Service, Repair, Set or Seal Pressure Relief Valves [PESR Section 11].
-
Perform integrity assessment of in-service pressure equipment (Inspection Companies)[PESR
Section 11].
-
Conduct Performance Qualification testing of Pressure Welders or Machine Welding Operators
(Renewal of 'B' Pressure Tickets and issuance of new/renewal additional qualification
Tickets). [Pressure Welders Regulation AR 169/2002, Section 21(1)].

The following certification process applies to all activities listed above in
item 2, except for the new pressure equipment integrity management programs (O/U).
The Certification process for the new pressure equipment integrity management program
is described in the Owner-User Pressure Integrity Management Requirements document
AB-512.
Step 1 - Meeting with ABSA - A meeting is held to
provide information about ABSA, explain requirements of the Safety Codes Act &
Regulations, CSA B51 Code, applicable ASME Codes, Requirements for the activity that
you intend to perform, Quality Management System (QMS) Manual design, Certification
Process & issuance of Certificate of Authorization Permit, and Costs and responsibilities
of the Certificate of Authorization Permit holder.
Step 2 - Application - Submit an Application Form AB-29 along with
the application fee.
Step 3 - QMS Manual - Submit a draft copy of the QMS Manual that
meets the requirements of the Safety Codes Act & Regulations, for review by ABSA.
Step 4 - Implementation Review - Upon acceptance of the QMS Manual
as basis for review, you will be required to arrange for a project and demonstrate
implementation of the activities applied for. An auditor(s) from ABSA will witness
the implementation of the program.
Step 5 - Certificate of Authorization Permit - If the review is successful,
a Certificate of Authorization Permit will be issued to the applicant. The normal
term of the permit is 3 years.
Periodic Audits - ABSA will conduct periodic audit(s) within the
certification term to confirm conformance to the QMS, Act and Regulations. A recommendation
to continue validity of your permit will be based on an acceptable audit.

Anyone who wants to:
-
have Boilers, Pressure Vessels, Pressure Piping systems, Thermal Liquid Heating systems
and Fittings Constructed or Repaired/Altered in Alberta.
-
engage the services of Inspection Companies to get pressure equipment certified under
the ABSA certified O/U program.
-
have Pressure Relief Valves Serviced, Repaired, Set or Sealed.
-
get performance qualification tickets of 'B' Pressure welders renewed and get new/renew
additional qualification Tickets.
Verify that the:
-
the Certificate is current and
-
the scope of the job is within the authorized Scope of the Certification (for PRVs
Servicing companies verify the Scope section of the organization's ABSA accepted QMS
manual).

What do you need to do, if you want to:
6.1 Change the Name of
your company:
If it is a NAME change only and no ownership change and/or location change will happen,
please contact the ABSA office at (780) 433-0281, Ext. 3363 or your local contact
at ABSA and/or forward the following to our H.O.:
(i) A letter on your company's letterhead indicating:
-
the NEW NAME of your company,
-
AQP/AOQP/ASVS number(s),
-
A statement that there is no ownership or location change.
Send one copy.
(ii) Revise 'Title Page' of your QMS Manual indicating
new name. If the old name of your company appears elsewhere in the QMS Manual, e.g.,
Forms, Records Control sheets or the entire QMS manual, revise as necessary. Send
one copy.
(iii) Sign the 'Statement of Authority' of your
QMS Manual on the letterhead with new company name. The 'Statement of Authority' must
be signed by the person who originally signed it or a principal company official (e.g.,
President, Owner, Plant Manger etc.). Send one copy.
(iv) Include the change in the 'Revision Summary'
section of your QMS Manual, sign it. Send one copy. We will endorse the change and
return it to you for inclusion in your QMS Manual(s).
(v) Original Certificate of Authorization Permit
bearing the old name.
If you have more than one QS Manual covering multiple registration numbers, please
complete items (ii) to (v) for each QS Manual.
Upon receipt of the above, ABSA will issue your New Certificate(s) of Authorization
Permit under your NEW NAME. Your AQP/AOQP/ASVS number(s) and the certification expiry
date(s) will remain the same. A fee to cover administration costs per the
Fee Schedule for Delegated Functions shall apply.
Ensure that the above changes are effected in all of the controlled QMS Manuals distributed
by your company.
6.2 Change the LOCATION of
your shop:
If you intend to change the location of your shop, please contact the ABSA office
at (780) 433-0281, Ext. 3363 or your local contact at ABSA. You will be directed to
a Quality Systems Certification Program (QSCP) Representative. For most situations
an audit to confirm the continued capability of the organization to effectively implement
the QMS will be required. The QSCP Representative will discuss and set up an audit
date to be held at your new facilities. In addition, please revise the following documents
and present to the ABSA Auditor on the day of audit for verification and endorsement:
(i) Submit an Application Form (AB-29 - Download
an up-to-date copy from our website or request one from an ABSA office). Complete
all applicable sections, except the table on the first page, to describe the scope
of your application (unless you want to revise the scope of your program at this time).
Check off the 'Revision' box.
(ii) Revise 'Title Page' of your QMS Manual indicating
new address. If the old address of your company appears elsewhere in the QMS Manual,
e.g., Forms, Records Control sheets or the entire QMS manual, revise as necessary.
Submit one copy.
(iii) Sign the 'Statement of Authority' of your
QMS Manual on the letterhead with new shop address. The 'Statement of Authority' must
be signed by the person who originally signed it or a principal company official (e.g.,
President, Owner, Plant Manager etc.). Submit one copy. If your company letterhead
includes mailing address only, which is different from the shop address and there
is no change in the mailing address, then this step need not be taken.
(iv) Include the change in the 'Revision Summary'
section of your QS Manual and sign it. Submit one copy.
(v) Original
Certificate of Authorization(s) bearing the old address.
Upon a successful audit of your new facilities and receipt of the above documents,
ABSA will issue your new Certificate of Authorization Permit for your new location.
Your AQP/AOQP/ASVS number and the certification expiry date(s) will remain the same.
A fee to cover the confirmation audit administration costs shall be per the Fee Schedule
for Delegated Functions.
Please ensure that the above changes are effected in all of the controlled QS manuals
distributed by your company.
6.3 Change the the Mailing
Address:
Please send a letter to our H.O. indicating your new mailing address. No further action
is required if your shop location has not changed.
6.4 Change the OWNERSHIP:
The procedure described in 6.2 will apply in general, except that the new Certificate
of Authorization Permit shall be issued under new AQP/AOQP/ASVS number(s). Please
contact the ABSA office at (780) 433-0281, Ext. 3363 or your local contact at ABSA
to initiate the change of ownership process.
6.5 Change the MANAGEMENT
REPRESENTATIVE or the CHIEF
INSPECTOR for the O/U Certificate of Authorization Permit:
Complete ABSA Form AB-512(b) and submit to ABSA.
6.6 Change the contract INSPECTION
COMPANY engaged in providing pressure equipment integrity management services
to your company:
Complete ABSA Form AB-512(b) and submit to ABSA. A confirmation audit may be conducted
by ABSA.
6.7 BUY/SELL
PRESSURE EQUIPMENT FACILITIES covered under your O/U Certificate of Authorization
Permit:
Complete ABSA Form AB-512(a) and submit to ABSA. A confirmation audit may be conducted
by ABSA if the scope of the work is changed significantly.
