Responsibilities In Alberta

The Alberta Safety Codes Act, Section 6, states that, "A person who creates, alters, has care and control of or owns a design or offers a design for use by others shall ensure that the design complies with this Act and that it is submitted for review or registered if required by this Act ...."

Section 7 of the Act states that, "A person who manufactures any thing or undertakes a process or activity to which this Act applies shall ensure that the thing, the process or the activity complies with this Act."

Section 40(2) of the Act states, "If this Act requires that the design of any thing, process or activity be registered, no person shall construct or manufacture the thing or undertake or operate the process or activity unless the design is registered."

Key responsibilities for pressure equipment manufacturers constructing, repairing, or altering pressure equipment in Alberta include:

  • Have a valid Alberta "Quality Program Certificate of Authorization Permit," issued by ABSA, for the scope of work.

  • Only perform work within the scope of your Certificate of Authorization Permit.

  • Ensure that pressure equipment designs (drawings, specifications, and other required information) have been submitted to ABSA, and have been accepted and registered by ABSA.

  • If manufacturing pressure equipment for export to another province, ensure the design has been registered in the appropriate jurisdiction. If manufacturing equipment that is to be installed outside of Canada, ensure the design is registered with ABSA.

  • Ensure that any Authorized Inspector functions required by the code of construction are completed by an ABSA Safety Codes Officer.

  • Ensure that any "owners inspector" functions required under the ASME piping codes are completed by the owner.

  • Manufacture the pressure equipment to a registered design.

  • Ensure that the item is built in accordance with the applicable code of construction and regulations.

  • Ensure all applicable welding, brazing or other joining procedures are registered with ABSA.

  • Ensure you are using ABSA-certified pressure welders and welding operators who have valid performance qualification cards issued in accordance with the Pressure Welders Regulation.

  • Ensure that ABSA is notified prior to any repairs or alterations, and ensure that all required approvals and certifications have been completed.

  • Ensure that any required manufacturer's data reports or certifications are properly completed and certified, as required by the applicable construction codes and regulations, and that these reports are provided to ABSA and to the jurisdiction where the item is to be installed.

If importing a boiler or pressure vessel from outside Canada, ensure it has National Board registration.
