Understanding Different Types of Information Bulletins
Section 14 of the Safety Codes Act makes provision for the Minister to appoint persons
as Administrators and prescribe their powers and duties. For the Pressure Equipment
Discipline, the Chief Inspector and Administrator uses Information Bulletins posted
on the ABSA Web site, as a communication channel, to release information on variances,
directives, alerts and other subject matter to ABSA's stakeholders.
There are six (6) different types of Information Bulletins posted on ABSA's Web site.
They are:

Alerts
-
Directives
-
Exemptions
-
Interpretations
-
Notifications (information), and
-
Variances
Alerts are safety warnings issued to the public or a specific group of people
involved with pressure equipment. Usually an incident or accident has happened. Lessons
learned from the incident or accident are passed to the public through Information
Bulletin as Alerts.
For example, IB05-003 Alert -
Accumulator (Cylinder) Failure
Directives are official instructions that the Administrator and Chief Inspector
issued to person(s) involved with pressure equipment in Alberta. People have to comply
with the Directives.
For example, IB04-004 Directive
- Movement of Tanks Not Designed for Transportation or Delivery of Propane
Exemptions are issued to detail action(s) taken by the Minister of the Government
of Alberta to remove certain obligations from the Act and Regulations regarding pressure
equipment in Alberta.
For example, IB01-002 Exemption
of Pressurized Cargo Transport Vessels from the Provisions of the Alberta Safety Codes
Act
Interpretations are clarification of certain sections of the Regulations regarding
pressure equipment.
For example, IB03-008 Rev.1 Interpretation
to Section 19(7)(a) of the Power Engineers Regulation
Notifications are information regarding pressure equipment safety for release
to the public.
For example, IB04-007 Notification
- Printing Errors for 2004 Edition of the ASME Code
Variances are issued by the Administrator when the Administrator is of the
opinion that the conditions and terms stated in the variance provide equivalent or
greater safety performance with respect to persons and property as that provided for
by the Act. Section 38 of the Safety
Codes Act provides the Administrator the authority to issue variances.
