Transfer of Pressure Welder Certification to Alberta
On April 1, 2009, the Trade, Investment and Labour Mobility Agreement (TILMA) and
the Agreement on Internal Trade (AIT) came into effect. These agreements state that
any worker certified for an occupation by a regulatory authority of one Canadian jurisdiction
shall be recognized as qualified to practice that occupation by another Canadian jurisdiction.
A certified pressure welder from another Canadian jurisdiction may apply (application
form AB-129(b)) for an Alberta Grade C Certificate of Competency that is valid for
a maximum period of two years. A separate application is required for each performance
qualification being transferred. The expiry date of the transferred performance qualification
will become the expiry date on the Alberta performance qualification. The performance
qualification will require renewal. The certification will be restricted to the same
scope and conditions provided in the original certification. To continue welding in
Alberta beyond two years, the welder is required to successfully challenge the Alberta
Grade B Pressure Welder Certificate of Competency Test (see ABSA form AB-61).
If the pressure welder is certified equivalent to an Alberta Grade 'B' in accordance
with the Reciprocal Recognition Agreement with their home jurisdiction, the welder
may apply (application form AB-129(a)) for an Alberta Grade B Pressure Welder Certificate
of Competency instead of the Grade C certification.
The application requirements for a certified pressure welder from another Canadian
jurisdiction to obtain Alberta pressure welder certification are:

-
Inter-provincial Red Seal Journeyman Certificate or Welder Trade Certificate;
