Temporary Certificate of Competency

A temporary certificate of competency is intended to assist a company through a period where they are unable to retain the services of a certificate of competency holder of the required class. A temporary certificate is a short term, "temporary" solution to plant manning issues, not a long term solution. A temporary certificate may only be one class higher than a valid certificate of competency already held.

Section 14 of the Power Engineers Regulation establishes the requirements for the issuance of a temporary certificate of competency and the conditions under which a temporary certificate of competency may be issued.

A company (not individuals) can apply for either of the two options for temporary certificates which are intended to enable a plant to be operated in accordance with the requirements of the Act and Regulations:

Option A - Unavailability (no qualified engineers are available) or Training.

Option B - Holiday Relief, Emergency Relief or Sick Relief.

Option A - Unavailability or Training A temporary certificate of competency for Option A may be issued for a maximum duration of six (6) months. Note that no more than three (3) temporary certificates may be issued to an engineer with a valid certificate unless positive progress is shown toward obtaining the certificate of competency requested.

The qualification requirements for an Option A temporary certificate of competency are, the educational requirements of English, Mathematics and Physics as set out in the Regulation for the class of certificate requested and six month qualifying experience in a position satisfactory to the Administrator.

Option B - Holiday Relief, Emergency Relief or Sick Relief A temporary certificate of competency for Option B may be issued for a maximum duration of one (1) month. There is no limit on the number of temporary certificates that may be issued for Option B.

The qualification requirement for an Option B temporary certificate of competency is three months qualifying experience in a position satisfactory to the Administrator. When a company requests a temporary certificate for a newly hired employee, the company must show adequate training for the employee before a temporary certificate is granted.
