Transfer of Certificates, Work Experience, and Examination Marks
Background
On April 1, 2009, the Trade, Investment and Labour Mobility Agreement (TILMA) and
the Agreement on Internal Trade (AIT) came into effect. These agreements state that
any worker certified for an occupation by a regulatory authority of one Canadian jurisdiction
shall be recognized as qualified to practice that occupation by another Canadian jurisdiction.
Out-of-Province “Standardized” Certificate Transfer Policy
There is no change in policy for transfer of a power engineer’s certificate earned
by writing standardized (SOPEEC) examinations. The holder of a valid out-of-province
standardized power engineer’s certificate can apply to transfer his/her certificate
to Alberta to obtain a certificate for the same scope of practice as authorized by
the transferred certificate.
The certificate holder is required to complete an application form AB-130 and pay
the certificate transfer fee.

Out-of-Province “Provincial” Certificate Transfer Policy Effective April 1, 2009

1. First time certificate transfer after April 1, 2009
Effective April 1, 2009, out-of-province certificate holders with a valid power engineer
certificate can apply to transfer their certificates to Alberta to obtain a certificate
for the same scope of practice as authorized by the transferred certificate.
The conditions required are:

the application for transfer in on or after April 1, 2009, and
-
the out-of-province certificate is valid.
The certificate holder is required to complete an application form AB-130 and pay
the certificate transfer fee.
2. Previous transferees who still hold a valid certificate from another Canadian jurisdiction
If an individual:
-
transferred his/her certificate to Alberta before April 1, 2009,
-
obtained an Alberta provincial certificate one class lower, and
-
maintained a valid certificate from another Canadian jurisdiction,
the individual may apply to transfer his/her out-of-province certificate to Alberta
to obtain a certificate for the same scope of practice as authorized by the transferred
certificate, and cancel his/her current Alberta certificate.
The certificate holder is required to complete application form AB-130 and pay the
certificate transfer fee.
3. Previous transferees who no longer hold a valid certificate from another Canadian
jurisdiction
The agreement is not retroactive. If someone has already transferred their certificate
to Alberta before April 1, 2009, that is the certification they have. They have to
meet all the Alberta certification requirements to upgrade their certification.

Transferring Out of Province Passed Examination Marks
An individual may apply to Alberta to transfer his/her out-of-province Certificate
and/or marks to have them recognized by ABSA. They are required to complete
an application form AB-130 and pay the current fee. Completed AB-130 forms
can be emailed to certificates@absa.ca
or faxed to (780) 437-7787. ABSA will contact the appropriate
provincial authorities to verify the Certificate and confirm the marks.
When an individual transfers examination marks from another Canadian jurisdiction,
in order to continue writing and obtain certification in Alberta, the individual must
meet the requirements of the Power Engineers Regulation with respect to education
and work experience.
Transferring Out of Province Work Experience
An individual may apply to Alberta to transfer his/her out-of-province work
experience for consideration in Alberta. They are required to complete
an application form AB-130, complete an experience testimonial used in the
appropriate jurisdiction where the experience is earned, and pay the current fee.
Completed AB-130 forms can be emailed to
certificates@absa.ca or faxed to (780) 437-7787. ABSA will contact the appropriate
provincial authorities to verify the experience.
