Repairs and Alterations

In cases where a repair or alteration is necessary, the procedures which outlines the scope of repair or alteration is to be submitted to ABSA Design Survey for acceptance and registration to ensure pressure equipment safety.

Repairs to Boilers and Pressure Vessels

The majority of repair procedures may not require registration and submission to Design Survey for acceptance provided that the repair procedures are acceptable to the ABSA Safety Codes Officer.  However, if a repair procedure requires registration as advised by a Safety Codes Officer or a requirement by the Owner of the boiler or pressure vessel, then the repair procedure is to be submitted to ABSA Design Survey for acceptance and registration.

All repair procedures for ASME Section VIII Div. 2 or Div. 3 vessels must be submitted to Design Survey for registration. This includes the pressure boundary and anything attached to the pressure boundary.

Alterations to Boilers and Pressure Vessels

All alteration procedures must be registered and submitted to Design Survey for acceptance and registration. You may review AB-513 which gives details regarding alteration procedure exemptions.

Repair or Alteration Procedure Registration

In accordance with the Pressure Equipment Safety Regulation (PESR) section 40(5), the Administrator or Safety Codes Officer may require the owner of pressure equipment that is to be repaired to submit a detailed work procedure or design details for acceptance prior to the commencement of the repair.  Also, in accordance with the Pressure Equipment Safety Regulation section 40(4) and section 14, an owner of pressure equipment that is to be altered must ensure that the alteration design is registered by the Administrator prior to the commencement of the alteration.  To satisfy these requirements you may choose to submit any one of the following to Design Survey for registration:

  1. Provide drawings and documents as outlined in PESR section14, which clearly defines the full scope of the repair or alteration.
  2. Provide engineering documents which are outlined in an Owner-User Integrity Management System procedures that defines the full scope of the repair or alteration.
  3. Provide a completed AB-230 form which clearly defines the scope of the repair or alteration. Note that the AB-230 is mandatory when the repair or alteration procedure requires registration and the documentation as listed in item (1) or (2) above cannot be provided.
